How We Conducted the Study

We looked at rates in Minnesota for one sample driver in 105 cities in Minnesota: a single 30 year old male. He owns in full and drive a 2010 Toyota Camry back and forth from work, for the most part, about 12,000 miles a year. He also has good credit history, and a great driving record with no accidents or traffic violations in the past five years.

Costs are based on basic liability protection for the 2010 Toyota Camry, and provides about twice the minimum liability required in Minnesota. Minnesota state requires minimum auto insurance liability of $30,000 per person for bodily injury protection up to $60,000 per accident, $10,000 for property damage per accident, $40,000 per person for personal injury protection, and $25,000 per person for uninsured and underinsured motorists up to $50,000 per accident. Included in our study are national insurance companies such as Allstate, State Farm, and GEICO, as well as regional companies like West Bend and Western National Insurance Company.

Minnesota has a graduated driver's licensing program. The first phase of the program is the learner's permit. A permit holder may drive only when supervised by a certified driving instructor, parent, guardian, or other licensed driver who is at least 21 years old.

Provisional license holders may not drive between midnight and 5:00 AM for the first six months unless accompanied by a licensed driver 25 or older. After the first six months of holding a provisional license, no more than 3 passengers under 20 are permitted. This rule does not apply to immediate family members.

The final phase of the graduated licensing program is the full license. If the applicant is younger than 18, he or she must have have held a provisional license for at least 12 months before being eligible for this license.
